Abstract :
Carbon markets, which is established to decrease the cost of fight against the climate change, is divided into two as compliance and voluntary carbon markets. Turkey has benefitted only from voluntary carbon markets, which operates like compliance markets but independent from it, instead of compliance carbon markets flexible mechanism. Participation, responsibility and transparency are the basis of a strong environment policies and it is pointed out that "lack of participation" is the important problem of environment policies. The aim of this study is to reveal whether stakeholder participation is implemented in projects properly or not in voluntary carbon markets in Turkey and to suggest about practices. To reach this aim, related projects files, were acquired from Markit (Financial Information System), were investigated according to Evaluation Template. As a result of the study we can state that, stakeholder participation procedure works according to the rules however its effect on the process is very little, which generates similar outputs to results of the studies in the world. Understanding and improving weaknesses of stakeholder participation, that is a kind of learning process, is good for all because stakeholder participation is an important component of good governance.
