face-to-face trading, notably in choosing one or another model as a
public procurement tool. Both modalities have different effects on local
development and precisely define which one is a challenge for all
public managers. This study is based on the support of New Public
Management theory, addressing the new management concepts applied
to the public sector, Systems Theory and Bureaucracy Theory. The
research seeks to answer the following question: Does the use of
electronic trading mode, to the detriment of face trading, contribute to
local development? Its general objective is to study the trading floor in
the face of local development, based on the New Public Management
Theory; and to achieve the result, its specific objectives are to
characterize the trading floor operational management at the
investigative locus (1); point out the elements of local development
affected by the trading floor (2); propose the required innovation
concerning decision making for the convergence between trading
activities and local development (3).
